Fellow in Democratic Governance at RTI International, an applied research institute based in Research Triangle Park, North Carolina. An M.A. and doctorate in Latin American Studies at the Johns Hopkins University School of Advanced International Studies. A scholar of Latin American affairs and comparative politics, particularly at the subnational level. Present research and development work focused on democratization, decentralization, participatory governance, and election quality. Recent research and publications address democracy assistance in Latin America, local democratic transition, and participatory budgeting.
